input_osv3: get plugins configuration from the USER_PARAMS

Add support for getting the plugins configuration from USER_PARAMS by
creating an osbs instance and calling render_plugins_configuration()
at runtime.

As part of that process, perform a minimal validation the reactor
environment from REACTOR_CONFIG and remove any plugins that are not
supported because they lack necessary REACTOR_CONFIG parameters.
