stack: Create Context and make guessing local source location optional

ParseDump now returns a *Context instance, which optionally contains the deduced
GOROOT and GOPATH.

This removes the global variables goroot and gopaths, which removes the
need for stack.NoRebase(). This was the last global context in this
package.
