Some fixes for Python 2.7, and a fix for the binary field test (#555)

* Fixed subtypes test for py2.7

* Fixed writing binary field data in py2.7

* Fixed unicode path tests on py2.7

* Added @requires_gpkg decorator to tests.

This fixes an issue whereby the test_binary_field test was
always skipped when running in CI.
