Removing the pyutilib namespaces

pyutilib and pyutilib.component

I'm less sure what the implications are for removing
pyutilib.component.  There's dynamic loading logic in pyutilib.component
that users might employ.  But if this turns out to be an issue, then
I think we should pull that into a separate package.
