Commit Message

Improved Travis setup for GitHub workflow.

Changed  rules  for  publication  of  both snapshots  and  releases,  to  better
integrate with GitHub features (rather than Git CLI operation).

- Publishing is  triggered by push  operations only. This  way PR builds  can be
  activated, without risk of publishing artifacts by accident.

- Publishing of releases is  triggered by the push tag operation  and not by the
  tagged merge to master. This enables  deferred approval of releases by tagging
  after merging and works with GitHub releases feature.
