Refactor Docker tests

Rename `SyncPublishMixin.create_repo` to
`SyncPublishMixin.create_sync_publish_repo`. The method still does
essentially the same thing, but now has a more descriptive name. In
addition, make the method accept fewer arguments, where those arguments
are more general. Finally, use
`SyncPublishMixin.create_sync_publish_repo` instead of repetitive
create-sync-publish idioms in several test cases.

Drop the numbers from test methods for which ordering no longer matters.

Order imports according to vim's built-in :sort function.

Let the new `UploadManifestListV2TestCase` use its inherited
`make_crane_client` method to create a crane client. Also, let the test
case always talk directly to Pulp's API, rather than writing to disk and
calling pulp-admin.

Do not use `cli_client.machine.session().run()` unless absolutely
necessary.
