Tile source: support custom headers

Allow tile sources to specify HTTP headers that should be set on tile
requests. Currently only WebGL tile layers respect these, and if
multiple sources request the same tile at overlapping times the first
set of headers given will be used.

Necessary for the Boss tile source.
