Fixed parsing of QRSID and adding test

The parsing of QRSID is now returning first a boolean to indicate
if the protocol starts with QRSID or not. If it is, then we are
dealing with a routed queue. Then, it is possible that the call
now returns an error indicating that there is a malformed protocol.
In this case, we are not attempting to redeliver. So tests that
use to fail due to invalid QRSID now pass.
I have added a test that mimics the report from #632, but this
uncovers a race condition that need to be fixed in a separate PR.
