Avoid breaking sprockets with finisher_hook

There is a very strange bug-or-something in Rails, where having an
initializer that uses :finisher_hook disrupts the Sprockets asset
pipeline loading in some way... Basically, development was
non-functional with the separate initializer, which is now folded into
the after_config_initializers one. There is still the separate
"checkpoint ready" callback available after initialize!
