Fixed Jed gettext function (#1785)

Fixes #1535

This PR fixes the gettext function exported in utils.js. Right now it is a stub which returns the string as such.

Implements a new `utils.i18n` object that contains `gettext` (with an `_` alias) and `sprintf` functions as well as some helpers to simplify testing.
