* API syslog / logger improvements (#281)

* Logging Improvements

* Upgraded to logzero 1.4.0.

* Added ability to disable stderr logging (via logzero).

* Added ability to log to syslog instead of logging to a log file.

* Log syslog to local0

* Custom Syslog Facility

* Allow logging to custom syslog localX facility. Includes both the logzero log and the Klein/Twisted log.

* Syslog Facility Fixes

* SysLogHandler and syslog use completely different scales and values for facility, so now properly translating between the two systems.

* Fix lint

* Updated api-server logging setup

* More minor cleanup: remove unused default logfile+

and added PID_FILE env var to override default location

* Have klein/twisted reuse the logzero loggging facilities

* Close database on shutdown

* Cleanup

* Refactor api-server logging

* API Server tweaks (#287)

* Tweaks & Fixes

* Minor tweaks and fixes to get the API server syslog logging working.

* Remove Double-syslog logging

* Removing redundant syslog logging. Centralizing the logging through logzero is all that is needed. No need to register the syslog logger with Twisted separately.
