libtcti-socket: Refactor simulator init function.

The response code from PlatformCommand is passed back to the caller so
the caller is made aware of failures from within the
InitializeMsTpm2Simulator function. The existing code in this module
catches this error and closes the sockets. Having
InitializeMsTpm2Simulator close the sockets as well is redundant.

This commit also renames this function to from
`InitializeMsTpm2Simulator` to `simulator_init` and brings it into line
with our coding standard.
