Fixed OI bug and added single-member option

* A bug in computing the analysis increment was removed. Instead of
  adding the increment vector to the ensemble mean, the increments were
  added to each member, which gave poor results further away from
  observations. This causes the appearance of increment rings and gave
  worse verification scores.
* useEns=0 option added to force single-member OI
