Added get_facts.py script to examine usage of the Ansible 2.0 API

The get_facts.py script runs a playbook it defines internally
which uses fact gathering for a partition defined in the vars.yml
and vault.yml files. It does pretty much the same as the
get_facts.yml playbook example, just against the Ansible 2.0
Python API.
