Random number generator (#1748)

* initial commit, functions were functional before porting into a service format, unsure how to test functionality as a service

* changed name of native rng function

* documentation edit for clarity

* still trying to understand how to properly leverage should.js for assertions and such

* removed attempt to determine engine type, unsure how to go about testing this

* finished adding tests, should be good enough for our needs
