Updated _bksf.py (#223)

* Update _bksf.py

Removed lines pertaining to the two-unique-indices case. That case is incorrect -- terms with two unique indices should not contribute to the edge operator.

* Update _bksf_test.py

Changed the initialization for the vacuum_state to be a function of the number of qubits.
