Skeleton back-end: improve review status look-up

The previously used IN operator is replaced by a JOIN, which makes the
query about twice as fast for realistic numbers of skeletons. This is
noticeable e.g. when listing skeletons with many partners in the
Connectivity Widget.

Additionally, all query parameters are now properly sanitized through
PsycoPG instead of directly pasted into the query string.
