Batch the aggregation of last updated times

The majority of the time spent responding to /_status/data-sets was
spent making connections to mongodb and making a query to get the latest
_timestamp from each collection.

This reduces the time spent significantly by opening one connection and
grabbing all of the most recent _timestamps together.
