Fix an ordering issue in sweel line tree

When segments are split, even though their angle theoretically shouldn't
change, it actually can ever so slightly due to rounding errors. This
can break sorting of segments in the sweep line. To refresh sorting
in the sweep line tree when splitting segments, we remove them and
re-insert them.
