use yapf to format python code (#401)

to enforce more consistent code style.

python code changes are all automated by the tool.

I think yapf is better because it is more aggressive with a reasonable default. Ideally I've imagined something opinionated such as https://prettier.io/, and having such a tool means that the code format can only be in one shape. YMMV.
