<a href="https://github.com/wikimedia/parsoid/commit/24c783c78">Cleanup: Simplify accumChain code in Async TTM

* localAccums.receiveToksFromSibling was broken -- it was
  clearly dropping its input. But, it was never used since
  the first accumulator just chained into the parentCB that
  was passed into the initializer. I got rid of it.

* Re-orged code for better readability. Was able to inline
  init and makeNextAccum into its sole callers.
