Thumbnail generation from storylayer (phantomjs) (#1235)

* Add phantomjs to the django container

* Fix error installing phantomjs
Live by the copypasta, die by the copypasta.

* Set QT_QPA_PLATFORM for phantomjs

* initial version of phantomjs thumbnail generation for storylayer. Includes new geogig-based integration test importer

* add more explict errors for task

* add trivial image-based test

* add better JS error handling, re-format JS, support different versions of the importer

* handle Map thumbnail requests

* Update tasks.py

* Update thumbnail_storylayer.js

* add obnoxious debugging info

* capture output from process, be less verbose in django, use linux 'timeout <timeout> cmd <args>' to handle timeouts

* Make sure travis builds most of the containers

* Rework how Travis runs the containers

* use static (local) OpenLayer 4.6.4 deployment

* add images comparison test for thumbnails

* add test image files for image_compare
