Remove ACL subcommands whose features are deleted from the API

API endpoints related to access control (`/v3/acl/*`) was deleted long
before, and td CLI's subcommands for them (`acl:list`, `:grant`, and
`:revoke`) do not work for now.

Thus I'd like to remove them.
