logging: re-use existing logs in pulp

Create a wrapper class for the pulp log that guarantees that
dockpulp.setup_logger will only be called once, from pulp_util. All
classes that use dockpulp import the wrapper class and get the log
from it. This is a little complex, but it's the only way I've found to
get the flexmock unit tests to play nicely.

Fixes the issue of repeated pulp log entries.
