Add new generator: PowerTermGenerator

The new generator produces 1-D points according to the equation:
y = ((x-x0)/a)^n + y0
This is useful for e.g. energy-resolved scans where we want fine
sampling around the edge energy (y0 in the equation), getting
progressively coarser as we move away from this point.
When the exponent is even, the positive root of the start value is
chosen as x0 to prevent repeated positions.
