<a href="https://github.com/wikimedia/parsoid/commit/50f4207e0">Minor: Fix token transform signatures in some sync transformers

Noticed this when Shannon and I were looking at some code in
QuoteTransformer and I was confused why the frame arg was being
passed into the handler.

It turns out that it was a stale parameter (and unused which is
why it didn&#39;t break anything).
