Add manual build script to override Service Worker routing bug
When a base href is applied during build, the ngsw.json file is generated with full, absolute URLS
However, the ngsw-worker.js file expects only relative URLS when comparing requests to the config
Until there is a fix for angular/angular #21636, we can ensure that when a base href is applied,
ngsw-worker.js always just uses the full, absolute request when comparing to the config URLS
