<a href="https://github.com/wikimedia/parsoid/commit/24223c4b5">Get rid of the handleUnbalancedTables DOM pass

* That code has its origins in October 2012 ( bde798f4 ) which
  were the early days of the Parsoid project when very little
  was in working state. While that fix was good for Oct 2012,
  it is no longer necessary.

* The parser tests that this code handled was clearly broken markup
  and there is no reason to continue to handle that kind of
  brokenness.

* en:BBC round trips just fine now with only syntactic diffs.

* If there is anything seriously broken, we should probably see
  this in round trip testing.
