 iam: add 'CreateServiceLinkedRole' to permissions  (#205)

* iam: add 'CreateServiceLinkedRole' to permissions

This permission seems required in order to have autospotting running fine
with CodeDeploy and ECS in order to avoid facing AuthFailure errors.

In order to eventually make it easier to work with terraform, the
autospotting_role's name has been exported.

* config: restrict 'autospotting' filter to local path

In order to avoid the .gitignore to filter out other files (such as
terraform/autospotting) a slash needed to be added in front of
'autospotting' thus only the binary would be filtered out.
