Add setting TIDINGS_TEMPLATE_EXTENSION

TIDINGS_TEMPLATE_EXTENSION sets the template extension used by the
unsubscribe view, and defaults to "html". This can be switched to
"jinja" to support the third-party template library django-jinja.
The user needs to provide the alternate templates.
