Split GetClaimFromRequest into two methods

**What**
- Add an explict method `GetClaimsFromRequestWithValidation`
- Remove the `skipValidation` boolean parameter from
`GetClaimsFromRequest`

**Why**
- This is more explicit and does not include any optional parameters
