test.sh: update python-docker-py

When using 'dnf builddep' to install package build dependencies,
for some reason python-docker-py is installed even though it is
obsoleted by python-docker, and the same for python3-docker-py
vs python3-docker.

This causes problems later on when pip is used to ensure the 'docker'
module is available. This causes the 2.x version to be installed
alongside the 1.x version, causing failures.

Avoid this by upgrading it explicitly after 'dnf builddep'.
