add oauth2_auth_request helper

this is a way to call the authorize_route without redirecting the user
to it, which allows you to get at the resulting redirect URI and handle
the redirect yourself instead of having the plugin call redirect_to

you might want this if you need an interstitial page during the redirect
to handle redirect problems or just to show some copy to the user

bump VERSION and Changes for CPAN release
