Added possibility for QPE to have rotations controlled by an ancilla (#196)

* Adjusted trotter exp function to allow Rz rotation to be controlled by an external qubit for QPE purposes

* Fixed bug with trotterizing identity, wrote tests

* undoing silly version edit

* Added qubit_list to args comment

* Updated as per Jarrod comments
