Additional type support and encoding/decoding cleanup

* Added support for float/float32 and double/float64.
* Added support for arrays of all basic types.
* Added support for lists.
* `int`s and `uint`s now consistently encode and decode as the same sized types.
* Go `int` and `uint` now always encode as long and ulong rather than
  than varying based on system architecture.
* Added `marshal()`/`readAny()` roundtrip tests for user accessible
  types.
