task: add a postinstall script to run the license-reporter

* When npm install is run, license-reporter will create both an HTML and xml version of the licenses.
* A new endpoint '/licences' is now exposed, so a user can go to http[s]://[host]:[port]/licenses/licenses.html to view the licenses
