    CA-263084: Fix path to iSCSI database

    The iSCSI database is located /var/lib/iscsi instead of /etc/iscsi in recent
    Linux distributions.

    This fix resolves the following problems:
    - On SCTX-2590 - the impact of this was that the connection using multiple
      "c_iface"-s was not established, as the default interface was already
      cached.

    Based on looking at the code, this fix may also help in the following
    scenarios
    - iSCSI boot from SAN may have been broken, as the iSCSI connection state
      for the root disk was not persisted across discoveries.
    - If a storage array changes IP addresses, it doesn't even get discovered
      after a reboot.

    This commit does not introduce an explicit warning or failure, as we're
    working on a replacement for this (Transport) code.
