Add method to get claims while ignoreing validation

**What**
- Implement `GetUnvalidatedClaims` method

**Why**
- This allows the caller to try and extract the claims while ignoring
signiture validation errors.  Specifically, it allows someone to extract
the claims without needing the signing key
