Create .travis.yml

Adapted from `radvel` `.travis.yml` file. The following features are included:
- nosetests. Any python function with name starting with `test_` will be tested in a virtual environment.
- coveralls. After testing, we will see a report of the percentage of `orbitize` code touched by our tests.
- code is tested in both `python 2.7` and `python 3.6` `miniconda` virtual environments
