New Weighting Validation and bug fix in keeping 32 bit types

Reworked wgts so now they must either be empty or have keys that match the data. In the process, discovered a bug that converts single precision systems into double precision systems unintentionally. Fixed that by making the default weights np.float32(1.) rather than just 1. (which is double precision). That created another bug, which is that np.float32 objects can mysteriously have .flatten() called upon them, even when they are single numbers, and that returns a length 1 numpy array.
