disallowed-type: improve logic & add option in terraform/doc (#204)

* terraform: document and add disallowed option

The disallowed option wasn't available for Terraform, this is now added
and the option has been added to the START.md doc.

* autoscalling: update disallowed-type's logic

The logic of disallowed instance type has been update to:
* avoid potential bug with list check processing
* avoid returning list with empty elements
* ensure the ASG tag have priority over global settings

* Make the handling of tag overrides more consistent across features

* Allocate more memory and use a later build for my local tests

* Allocate 1024MB from Terraform as well
