Merge with all GAWB-2970 changes after GATK launch: Cromwell 30 upgrade (#229)

* Updated sbt dependencies to use cromwell-wdl rather than the old wdl4s.
Note that I had to upgrade scala-logging to 3.7.1 due to this error:
https://github.com/typesafehub/scala-logging/issues/90

* Pointing to Cromwell-wdl with Cromwell fix #3050 in it

* Updated dependency to latest 30.1 release

* cromwell 30 hotfix

* remove vault
