Make the suite configurable at runtime

Make it possible for callers of Interactiveconfig
to choose their suite. (We could also move this into
Interactiveconfig itself later)

Read/write the suite in toml files.

Set the server's suite from reading the config file.

Remove the useless ReadGroupToml.
