Update behaviour of MergeStructs to remove options framework.

 * (M) ygot/struct_validation_map.go
 * (M) ygot/struct_validation_map_test.go
   - Update implementation to simply allow merging of two structs
     when their values are equal - this ensures that there are no
     errors when merging identical list entries.
