Bugfix: fetch all tags from a remote

Add a test to verify all tags are being fetched from a remote. New test fails
when a tag is not referenced by a current branch.

Bugfix: git fetch needs to use the --tags option to fetch tags that are not
related to current branches.

Testing:
  python2 - make test - all tests pass, one skip.
