API: row_major and strict_logical inputs removed

row_major and strict_logical can no longer be set using the module-level
API when reading namelists.  Instead, like all other properties, these
are set within the Parser object.

This does mildly break the API, but they were both pretty unusual
properties and it's likely no one was using them anyway.
