Reorganize Pulp 2 test skipping logic

Drop Pulp 2 test skipping logic from `pulp_smash.utils`, and in their
place, create the following functions:

* `pulp_smash.tests.pulp2.utils.get_unit_types`
* `pulp_smash.tests.pulp2.utils.require_pulp_2`
* `pulp_smash.tests.pulp2.utils.require_unit_types`

As a result of this change:

* Functions relevant to Pulp 2 are now in the Pulp 2 namespace.
* There is a high degree of similarity between the Pulp 2 and Pulp 3
  test skipping logic.
