[api] Ignore Accounting-On and Accounting-Off

Some routers send Accounting-On and Accounting-Off
when they start interacting with freeradius, but
this feature is not implemented and it's triggering
errors in the accounting API.

This patch avoids triggering errors and simply ignores
these type of requests.

This feature may be implemented in the future.
