Lay a foundation for a new import model with PTM mapping

All import scripts are now a part of Importer class hierarchy
(though the MutationImporter hierarchy remains separate for now).

Initial version of HPRD import was implemented (drawing from
PTMvar and my R scripts). Pandas is now a requirement as some
data manipulation is really easier when done the R way.

Site.type is now exposed as a set (though it remains a scalar
list underneath). Site types are no longer hardcoded - a new
SiteType model/table has been added; due to performance concerns
no site_type-site relationship table has been introduced so far.
The changes are mostly backward compatible .
