lispy-clojure.clj: Add use-package and fetch-packages

The idea is to have this in ~/.lein/profiles.clj:

    {:user {:plugins [[cider/cider-nrepl "0.16.0"]]
            :dependencies [[org.tcrawley/dynapath "0.2.5"]
                           [com.cemerick/pomegranate "0.4.0"]]}}

With those packages available, it's possible to download any package
from Maven/Clojars and use it in a running REPL without restarting
with `use-package'.

Additionally, to keep things more ordered, it's possible for the user
to update project.clj with a new package and call `fetch-packages' to
install all packages in the running REPL.

* Makefile: Don't rm .cpcache.
